Building a Skilled Workforce

A strong talent pipeline is essential to sustaining biopharmaceutical innovation. The sector relies on highly specialized professionals in areas such as biomanufacturing, data analytics, and advanced research. However, persistent workforce shortages threaten the ability to translate scientific breakthroughs into real-world therapies. Without sufficient expertise, companies face delays in clinical trials, production bottlenecks, and increased compliance risks—all of which slow the delivery of life-saving medicines to patients.

The consequences of these shortages extend beyond operational challenges. Limited access to skilled talent can discourage investment in cutting-edge technologies and high-risk research areas, such as cell and gene therapies or precision medicine. Smaller firms, which often drive early-stage innovation, are particularly vulnerable, as they lack the resources to compete for scarce talent. This imbalance risks creating a bottleneck in the innovation ecosystem, reducing the pace of scientific progress and limiting patient access to advanced treatments.

To address these challenges, government and industry must collaborate on strategies to strengthen workforce development. For instance, the National Security Biotechnology Workforce Training Act (H.R. 5770), which is currently pending in the House, would fund training programs and apprenticeships to address critical workforce shortages in biomanufacturing and biotechnology.[1] Policies that expand STEM education, fund specialized training programs, and support apprenticeships in biomanufacturing can help build a sustainable talent pipeline. And support for public-private partnerships, like the National Institute for Innovation in Manufacturing Biopharmaceuticals, can help train the next generation of leaders in the biotechnology and pharmaceutical industries.[2] By investing in workforce development today, policymakers can ensure that the U.S. remains the global leader in biopharmaceutical innovation—delivering faster, safer, and more effective therapies to patients in need.
